[ 27.02.2014 ] - Institute of Philosophy and Sociology and Norwegian Institute for Urban and Regional Research (NIBR) are preparing a joint project proposal for bilateral sociological research cooperation project

The aim of the joint project is to provide the Ministry of Education and local municipalities in Latvia and Norway with the evaluation of governance of education and needs of local communities in the light of ongoing depopulation. The Preparatory visit was organized on February 2–4, 2014, when Inese Šūpule, researcher at the sociology department of the Institute of Philosophy and Sociology, visited NIBR in Oslo.

 Main research questions of the project will be:

  • What is the role of different levels of governance in making decisions in education policy (including to close or to keep schools) in small rural municipalities?
  • How do municipalities develop after schools have been closed?
  • How is the experience of development of schools as multifunctional centres evaluated among municipalities in Latvia?
  • Is it an option also for municipalities in Norway?
  • How to main the service quality in small rural municipalities?
  • How do municipalities cooperate in providing education services?
